5. Sustainment & governance
Goal: Ensure improvements stick, continue to improve, and feed learning back into the system.
- Define sustainment governance (Lean Center of Excellence, site reviews, cadence of audits).

- Set long-term KPI targets and a review cadence (weekly operational, monthly strategic).
